The USDA changed the policy, from what the farm bill states about THC levels and the farm bill only mentions THC of .03 or below, not THCa levels, that was added to the USDA's interim rules that passed in October 2019.
Bruce and his partners hemp crops came in at below .02 THC, but the THCa level came in over .08, which left them at .04 THC level, when combined.
This new rule affected many hemp farmers crops this season and there was some outcry because of the rule change, right after many farmers already harvested, what they believed to be compliant THC levels for hemp, according to the farm bills language.
That's why Bruce had to mix his product to be compliant and took longer for him to hit the market.
But yes, Bruce did mention this on his FB page and was upfront about this causing delay in them being able to sell complainant products according to the new testing standards.
